Frank was more dangerous than the cops and Leo, when he said to one of Leo's men that he was "the last person in the world you want to f**k with" he meant it, basically took out part a mob family at they end on his own.

One of the best crime films of all time, love it.

Because he achieves "that state of mind" where he no longer cares about anything and severs all ties to anything that would give his enemies leverage.  He uses the mental tools acquired in prison that he talked about.  It should be noted that Frank (dubiously) succeeds where Neil in Heat fails.  That's why Frank lives and Neil dies.
