I think so a publicity shot around that time.

We have seen this publicity shot around this time fall 1984-early 1985. Interesting as it could be in any park with all that greenery not especially Miami. 
If this was taken around the time of “Little Prince” in the fall of 1984 - a good candidate for the location of this shot and background would be Crandon Park in Key Biscayne where they filmed the polo scene just off Crandon Bvld. @airtommy @miamijimf @Tom @Dadrian

I've never been there.  Anything is possible.  A location near the studio would make the most sense since the entire cast is there.

Looks like that spot in "Free Verse" where Manuel Guerrero is spying on Alfredo Gomez from the bushes?

That’s on Star Island.

The suits Crockett and Tubbs are wearing on this picture are exactly matching the ones they wore in two scenes in „Little prince“. One is an OCB studio scene, the other is when they start observing the warehouse. There does not seem to be a park or similar background around this location. But I am sure that this pic was shot near location as it is unlikely that both outfits of C&T selected for a special Location promo shoot would exactly match the ones seen on TV.
