looks kinda cold actually, like almost like it was shot in cali, where they sometimes shot one or two things sometimes, atleast in the third season

To my knowledge, all the California footage was stock or “non-MV” crew. Someone will quickly correct me if I’m wrong. :)

Well they did have the daytona out there for the final episode they did with it and it originally was registered in cali, as they bought and reregistered it for season 2 in miami hence why the rental lease plate disapears from time to time in season 2

as originally the ZAQ plate was that for rental and lease cars until a law change given people were tracking and jumping people with'em

and the car was bought in long beach, although that could have been either or at that hollywood autos place

as I always thought it looked rather muddy and gritty in the first season at times,  and if they were hoping around between the two for cost reasons, and didnt need to do that in the second season, it would explain the drastic shift in the tone of the show from the first to second seasons

I don´t know about the car registration specifics. They had two cars (one of them stunt car) and switched between them in some non-stunt scenes too (for whatever reason). That happened not only with the Daytona, but also with the Testarossa later.

But I can confirm that they never filmed anything for the series in California. All Californian (and other non-South Florida) footage used in the series was picture stock footage for establishing shots of buildings that the episode´s editor added in post-production. In very few, i.e. three cases they inserted not stills, but even film footage from another movie (the teaser of Stone´s war and some riot scenes in Freefall are from the movie "Latino"(1985) and riots in Brazil, some surgery scenes in Bullet for Crockett were canned material).
