I don´t know, that´s not a crew member I recognize by face and there are no stock pics of Tillen or Breakstone to compare.

But to add to your confusion: there was also a third costume designer on the show, Bobbie Read. That´s the only one we can rule out as there is a current pic of her on the internet and it´s not a match

Deleted scene in Give a little, take a little (filmed at the Fontainbleau, Noogie was in this scene later too). The girl on rollerblades is ex-model Garcelle Beauvais who was still listed in the end credits of this episode, as the scene was cut so late before airing that they could not remove her name in time.

In return, she got another role with guest star credit in The Maze.
