Tubbs did the credit check on them as requested by Castillo, which he then relayed to Crockett, who then confronted the cops about it at the dance club. "Bad cops, Rico. There's nothing lower!" - Crockett's response after learning it from him. This is one of the rarities as Tubbs did tell Crockett about this one. I had forgotten that he did.
